Legend of Dragoon (PlayStation) rewritten as high-level code with a modding API, for Windows, Linux, macOS and Steam Deck. You need your own copy of the game.
Severed Chains is Legend of Dragoon reverse engineered into high-level code with a modding API. It is not an emulator: it is assembly code disassembled and rewritten in Java. The project states that AI was not used to create it. It is not an emulator and it does not include any game assets: you must provide the data from your own copy.
According to the README, the game is fully playable with no known crashes, many bugs of the original have been fixed and new options added. It supports controllers with rumble, keyboard, mouse in menus and GPU selection, and updates with one button from the title screen.
If your computer does not meet the requirements, you do not have the exact version the port asks for, or you prefer the classic route, you can play the original with a console emulator: see emulators and its install and setup guide.
